An irrevocable unilateral offer by Francesco Giovanni Longo (Italian-origin national, Calabrian heritage) to the Italian Republic and its instrumentalities. It permits the Italian Republic to advance up to US$30,750,000 (the conservative Rule 94 interim quantum per State Party) in trust, against Francesco's anticipated recovery from Canada and the United States, the four corporate defendants, and any other source.
In consideration, Francesco will repay the Italian Republic 2.0× the advanced sum, with a 20% acceleration premium (2.4×) if the advance is made within 14 days. Italy holds First Right of Refusal on every Recovery Event until repaid in full.
If Italy advances the funds, the Italian Republic functionally becomes a third State joining as petitioner-in-interest under VCCR Article 36 and the LaGrand / Avena standing of the International Court of Justice.

The Italian Republic has already procedurally engaged: Procura della Repubblica di Bari transmitted a DKIM-verified substantive reply on giustizia.it infrastructure on 4 May 2026; Consolato d'Italia, Londra explicitly characterised the petitioner's correspondence as ICCPR OP-1 Rule 94 jurisdiction. This Agreement converts that procedural footing into operational standing — and gives Italy a defined economic upside (2.0×–2.4×) for keeping the proceeding alive.
