A record of filings, and of what did not come back

This site publishes the documented record of filings made by Francesco Longo — for himself and for the Ceylan family — to courts, ministries, agencies, regulators, police bodies, coroners, tribunals and complaint bodies. Every statement on these pages is drawn from a named document in that record, and the source is cited on the page.

On October 27, 2026, the matters documented on this site were filed with the Department of Justice Canada and placed on federal file X-P-2026-00094. The records at the centre of them — the consular file, the release records, the court's own file — have been demanded for years and have never been produced.

The record behind the filings

These filings sit on top of a completed audit of every filing made to the offices named above — 97 filings, enumerated one by one and scored against what came back:

97
filings enumerated in the audit
21
received any written reply at all
4
substantive determinations — all complaint-level, all adverse
0
determinations on any court instrument
90 of 97
stand as non-responses under the filer's classification, stated on the audit page

The full audit — its method, its totals, and the corrections it makes to earlier summaries of this record — is published at The Filings Record. The habeas corpus chain, reconstructed document by document, is at The Habeas Corpus Record. The three judicial-conduct decision letters of September 16, 2026, and what they do and do not decide, are at The Three Denials.

Start with the story — then dig

The Story — the whole arc on one page: Tampa 2005, Windsor 2021, the habeas winter, and the documented record since. It stands at the address this estate's pages have always pointed to, restored in this edition.

The Evidence Packages — for those who want the documents themselves: the filings audit, the habeas chain, the three-denials dossier, the will as produced, the coroner package as released — every package one click away, in full.

Rafi Ceylan — the Ceylan family's matter on its own page: the death of July 16, 2016 and the coroner's file that was released in part and never completed, the will as produced and the forgery indicators the family counts, the insurance figure no record reconciles, the recordings, and all 22 Ceylan filings, door by door.

What is — and is not — claimed

These matters are filed, numbered, and on the record. No department has confirmed that any investigation has been opened, and this site does not claim one. What is claimed is what the documents show: delivery receipts for the instruments named above, a federal file number, and clocks that are now running in law.

Also on the record

The clocks now running

October 28, 2026 — 11:08 p.m. EDTThe 24 hours on the interim payment demand delivered to the Attorney General of Canada expire.
November 1, 2026Substantive answers fall due on the October demand packages, including the Attorney General of Canada, whose 48-hour acknowledgment fuse has already passed in silence.
November 23, 2026The statutory 30-day clocks on the October 24 Privacy Act requests (Justice, Public Safety, Global Affairs) expire; continued silence on that date is a deemed refusal under the Privacy Act.
November 25, 2026The Privacy Act clock on file X-P-2026-00094 runs out, with the same consequence in law.

The offices concerned swore oaths and published standards — to see that the administration of public affairs is in accordance with law, to answer access requests inside 30 days, to acknowledge complaints inside their own stated days. Measured against their own words and their own clocks, the record published here is what the filer calls it: a breach of oath and breach of trust, documented office by office.
