On July 1, 2026 — Canada Day — five additional evidence pages were published to the permanent public record. Between them, the victim-funds-v2 blast (July 5), the notify-the-engaged blast (July 5), the Poilievre demand-letter notify (July 5), the JCCF evidence package (July 5), the Phase 3 victim services exposure (June 25), the Tier 2 Inner Rats (June 25), the Surgical Strike Tier 0 (June 25), the prior waves in May/June, and the original Receipt of Silence distribution — one person has done what is supposed to be the job of a hundred.

The bodies listed on this page are the bodies that have the statutory mandate, the public funding, the public trust, the press credentials, the bench, the bar, the badge, the brief, the bench, and the inbox to engage with a Canadian citizen who has documented, hashed, time-stamped, recorded (one-party-consent, s.184 Criminal Code), and published evidence of a four-and-a-half-year wrongful prosecution at 189% above the Jordan ceiling.

5. Civilian Review and Complaints Commission for the RCMP — R2026-003703, R2026-005088, 2026-3441

Three active CRCC files. Two formal demand letters. Both unsigned by a named CRCC officer. The CRCC has issued directives to answer questions by dates, threatened "restrictions on how you may communicate," and threatened file closure — but no specific CRCC officer has signed the directives. The signed name on file is "Complaint Intake, Complaint Intake and Review Directorate" — a position title, not a person. The CRCC is on record as the only body that has explicitly threatened to close the case for non-response, while simultaneously stating it "cannot open attachments" — a procedural conflict that has been placed on the record.

Procedural challenge now on file: A federal complaint file cannot be administratively closed solely for an alleged failure to provide information, when the complainant has (a) attempted to provide the information in the format the CRCC demanded, (b) repeatedly asked the CRCC for a physical intake address for the evidence the CRCC claims it cannot open, and (c) has the canary-confirmed documentary record showing the CRCC servers received the materials.

Response status (July 5, 2026): 5-page focused, signed, dated response to R2026-003703 prepared and saved to /home/atlas/halo/PDFs/CRCC_RESPONSE_2026-07-05_R2026-003703.pdf for delivery via email (complaints@crcc-ccetp.gc.ca) and fax (613-952-8045). The response names 4 specific RCMP members (Officer Joe Kispal, Staff Sergeant Morton, RCMP NHQ, RCMP Central Region Toronto Dispatch), cites the recorded 28:54 telephone call, the bounced commissioner@rcmp-grc.gc.ca address, and the canary token log. Per the CRCC's directive, no further unsolicited communication will be sent to the CRCC for 30 days.

"The CRCC is in receipt of your email dated June 22, 2026. While it is not the intention of the CRCC to prevent you from lodging complaints against members of the RCMP, the volume and repetitive nature of your emails which lack clear details have been unproductive for both you and CRCC staff. As such, it is requested that you please refrain from sending multiple emails and that any future complaint submissions/emails only focus on alleged misconduct by RCMP members. ... Please provide a response to the questions only by July 3, 2026."

Status: Three CRCC files are now active. Response template prepared, focused exclusively on RCMP member misconduct as the CRCC's mandate requires. Future CRCC communications will be limited to one per 30 days per the CRCC's request.

There is one reply on file: Guernica 37 Centre, an international justice NGO, who acknowledged receipt and forwarded the message to "the relevant department." No follow-up, no review, no engagement with the evidence.
